The Board of Education shall adopt an annual budget, the preparation and administration of which shall be the responsibility of the Director of Education.

REGULATIONS:
Preparation 4001.1
The budget shall be prepared in accordance with provincial requirements as stated in legislation and regulations.
4001.2
The budget shall include estimates of all anticipated revenues and expenditures for the current fiscal year.

The annual budget shall identify any new programs to be implemented, as well as programs which are being discontinued.
4001.4
The budget shall be considered in detail by the Board's Management and Finance Committee before presentation to the Board.

Deputy Directors
Deputy Directors shall be accountable to the Director of Education for the effective control of expenditures within the budgetary limits established for their departments.
4001.5.A
Deputy Directors shall have the authority to incur expenditures on behalf of the Board within budgetary limitations and may extend this authority to their administrative staff.

Distribution
A copy of the budget shall be forwarded to the City of Saskatoon, the Board's bank, and such other persons or agencies as may be required.
Preparation 4001.A
Under the general supervision of the Director of Education, the Chief Financial Officer shall prepare and administer the budget of the division.
4001.B
Deputy Directors and Superintendents in the Director's Office shall submit to the Chief Financial Officer the anticipated expenditures for his/her department on or before the date specified annually for this purpose.
4001.C
The Chief Financial Officer shall compile all submissions and present them to the Director of Education for consideration.
4001.D
After review of all submissions, the Director of Education shall make recommendations to the Board's Management and Finance Committee who, in turn, shall make recommendations to the Board of Education.
4001.E
The Board of Education shall formally approve the annual budget.

Major expenditures in excess of those approved by the Board in the annual budget shall be submitted to the Board for approval. In the event of an emergency, the Director of Education may approve an expenditure and advise the Board of his action as soon as possible thereafter.
The Director of Education is authorized to spend up to one-quarter of the previous year's annual budget between January 1 and the date of final budget approval by the Board.

Over-Expenditure The Director of Education may approve any unanticipated single expenditure in excess of the approved budget amount provided that such over-expenditure shall not be greater than five (5) percent of the approved expenditure or $5000, whichever is greater. Unanticipated expenditures over $5000 shall require approval of the Board.

Over-Expenditure Over-expenditures on budgetary items resulting from an action taken by the Board, including the ratification of a collective agreement, shall not require further approval.

Appropriation
Any expenditure for which no budgetary appropriation was made shall be considered if, in the opinion of a member of Executive Council, it is of an urgent nature or will yield significant benefits to the division. The Director's approval shall be required for any expenditure in excess of $500 and the Board's approval shall be required for any expenditure in excess of $5000.

The following definitions are cited to ensure consistent interpretation of terms used in this policy.
Formal Tender A process where bids are received through a formal competition open to all interested parties. Advertisements are placed in newspapers to advise interested parties. As well, vendors on the Board's bidder's list are notified. The tender opening is made publicly at a time and place specified in the tender document.
Written Quotation A process where bids are received by request from qualified vendors or contractors selected by the Manager of Purchasing Services Branch. Such quotations are not advertised and are not opened publicly.
Verbal Quotation A process of securing price quotations from selected vendors verbally.

REGULATIONS AND ADMINISTRATIVE PROCEDURES
Authority and 4030.2
Responsibility
The following responsibilities and authorities will apply to the various purchasing functions:
i. The Chief Financial Officer shall be responsible for the general supervision of the Purchasing Services Branch and the Purchasing policy.
ii. The Manager of Purchasing Services Branch is authorized to effect all purchases and to dispose of all surplus equipment, furniture, material and scrap and to establish procedures to ensure conformity with the regulations under the purchasing policy.
iii. The purchase or lease of goods and services shall be initiated by properly authorized personnel through the use of a requisition form or computer screen which includes the budget account number from which funds are to be expended, a detailed description of goods and services required in accordance with the Board's standard specifications or with contracts already in force, and an estimated cost.
iv. The Manager of Purchasing Services Branch shall have the authority to revise requisitions according to established standards, provided that such revisions are discussed with the requisitioner.
v. The Manager of Purchasing Services Branch shall in cooperation with formally constituted Standards Committees, establish and maintain system standards and specifications for supplies and equipment used by several departments.
vi. The Manager of Purchasing Services Branch shall have the responsibility for obtaining formal tenders, written and verbal quotations and will review the tenders/quotations with the originator prior to placing the Purchase Order if the cost exceeds the estimate given on the requisition.
vii. The Manager of the Purchasing Services Branch, or, in his/her absence, a person authorized by the Chief Financial Officer shall have the sole authority to execute contracts or purchase orders on behalf of the Board.
viii. Payment of goods and services received shall be made only when authorized.
ix. Where the lowest tender/quotation (in dollar terms) is not deemed acceptable by the Manager of Purchasing Services Branch, the Manager shall refer the matter to the Chief Financial Officer before the contract is awarded.
x. Charges to the current year's budget will be made only for those requisitions received in the Purchasing Services Branch by November 30 for schools and December 10 for the Director of Education, Superintendent of Planning and Communication, and Deputy Directors.
xi. In order to gain the advantages arising out of quantity buying such as lower unit prices and lower overhead costs, the Manager of Purchasing Services Branch shall, whenever it is reasonably possible, coordinate common requirements from all schools and buy for the entire system at once.
Competitive 4030.3
Bidding
The Board will purchase goods and services through competitive buying practices with minimum tendering and quotation requirements as specified below:
i. Formal tendering shall be required when:
(a) the value of the purchase is expected to exceed $15,000.00; or
(b) in other cases where it is deemed to be in the best interests of the Board.
ii. A minimum of three written Quotations shall be requested when:
(a) the value of the purchase is expected to be between $5,000.00 and $15,000.00.
(b) the value is expected to be $5,000.00 or less, but it is deemed to be in the best interest of the Board.
iii. Verbal quotations shall be requested when the value of the purchase is expected to be less than $5,000.00.
iv. Where no competitive supply market exists, or it is considered in the best interests of the Board, the Manager of Purchasing Services Branch shall employ such value analysis and negotiation methods considered appropriate for obtaining acceptable material at the lowest possible cost.
v. Orders will not be "split" for the purpose of circumventing the limitations specified in this policy.
vi. Where an item required has been previously tendered within the preceding six months and current pricing is within the boundaries of current Saskatoon consumer index price increases from the original tendered price, the Manager of Purchasing Services Branch is authorized to negotiate the purchase with the successful bidder from the previous tender.
Award of 4030.4
Contract
i. Normally all awards shall be made on the basis of the lowest price complying with all applicable specifications, but where appropriate, suitability, quality, availability, service, related administrative costs, disposal value, and supplier's previous record of performance and services will be taken into account.
ii. Where tenders/quotations received are equal in price, and in the judgment of the Manager of Purchasing Services Branch, equal in quality, service, and other appropriate considerations, the contract shall be awarded in order of preference to firms located locally, provincially, nationally, and outside Canada.
iii. Where tenders/quotations are substantially the same, including vendor location, the order of preference will be to Saskatoon-manufactured products, to Saskatchewan-manufactured products, to products manufactured elsewhere in Canada, and to products manufactured outside Canada.
iv. Where tenders/quotations are substantially the same, including vendor location and product origin, the Manager of Purchasing Services Branch shall have the authority to award the contract taking into account the best interests of the Board.
v. The Board, by resolution, shall award contracts for capital projects undertaken by the Board.

i. Tenders/Quotations shall be received in sealed, marked envelopes. Purchasing will not divulge the names or number of bidders received prior to the closing of tenders/quotations.
ii. Formal tenders will be publicly opened. Bidders are invited to attend the opening where information on pricing will be given.
iii. When requested to do so, the Manager of Purchasing Services Branch will advise any bidder of the successful supplier's name and pricing detail.
iv. Other information on tenders/quotations may be requested by bidders by contacting the Manager of Purchasing Services Branch.
Personal Purchases 4030.7
i. No employee of the Board shall purchase or lease any goods or services from or through the Saskatoon Board of Education for personal use or gain. If any purchase or contract is made contrary to this regulation the Board shall not be bound thereby.
ii. Except with the approval of a Deputy Director, the Board shall not purchase any goods and services from Board employees or from companies in which Board employees have an interest.

Payable
Any outstanding encumbrances not paid at the end of a fiscal year shall be set up as an "Accounts Payable" and shall be shown as an expenditure based on the estimated cost for the current fiscal year.

Under the general supervision of the Chief Financial Officer, the Manager of Accounting Services shall be responsible for the maintenance of accurate accounting records.

REGULATIONS:
Financial 4050.1
Report
On a monthly basis, each person responsible for budgetary expenditures shall receive a financial report which will have the detail of expenditures in the accounts for which he is responsible.

At regular intervals, the Board shall receive a statement of revenues and expenditures to which shall be appended an explanation of any variance which, in the opinion of the Director of Education, is a matter of concern and/or significance.

Statement As soon as possible, after December 31, the Board shall receive an unaudited year-end financial statement to assist in the planning of the succeeding year's budget.

REGULATIONS:
Purpose 4070.1
Petty cash funds are to be used solely for payment or purchase of postage, minor office supplies, consumables, instructional supplies and other incidentals, as may be necessary from time to time.
Amount 4070.2
Petty cash funds should not exceed $300 provided that in schools with an enrolment of more than 600 pupils and in community schools, the maximum amount may be $500.00. Except in extenuating circumstances, no single purchase made through the use of petty cash shall exceed $60.00.
Upon application by the school principal, the Chief Financial Officer, shall have the authority to increase the petty cash fund for a school to a maximum of $600.00.

Invoices
All purchases shall be supported with appropriate receipts and invoices. Except in extenuating circumstances, written statements will not be accepted as proper documentation.

Replenishing 4070.4
Petty cash funds shall be replenished by the Manager of Accounting Services upon receipt of a properly executed requisition with the required invoices and receipts attached. The requisition shall indicate the account number(s) to which the expenditures are to be charged.
PROCEDURES:

Petty cash funds shall be subject to audit at any time.
Authority 4070.A
Petty cash funds shall be administered in the following manner:
Principal i. In schools, the principal shall be responsible for the administration of petty cash funds and shall approve all purchases made from the fund.
Superintendent ii. Upon receipt of an application for such, the Chief Financial Officer may authorize petty cash funds in Board of Education offices. Any such fund shall be administered by the applicant.
Deputy Director's iii. In extenuating circumstances, a Deputy Authorization Director may authorize the replenishment of petty cash funds for which receipts and invoices have not been submitted or for items in excess of $50.00.

Catholic School
Division Tuition fee payments on behalf of resident pupils to St. Paul's Roman Catholic Separate School Division No. 20 shall be made in accordance with contractual agreement between the Boards of the two school divisions.

Institutions
Tuition fee payments may be made to private institutions or other school divisions on behalf of resident pupils for whom approval has been granted by the Director of Education.
Fees To Kelsey 4080.3
Institute SIAST
The Board shall not accept any responsibility for the payment of tuition fees on behalf of resident pupils enrolled in Kelsey Institute SIAST programs.
Schedule of 4080.4
Fees
On an annual basis, the Board shall adopt a schedule of fees to apply to:
i. Adult students (those students over 21 years of age).
ii. Pupils enrolled in the special secretarial program offered by the Board.
Tutorial 4080.5
Services
Upon the recommendation of the Director of Education, the Board may pay tuition fees for pupils who require private tutorial services.

Maximum Term i. Except in extenuating circumstances, the maximum term of such investments shall be five years. In extenuating circumstances, the Board may authorize an extended term.
Replenishment ii. The funds shall be replenished by the Department of Education on terms no less favorable than the reimbursement for expenditures incurred by means of debentures.

Interest iii. Any interest accruing as a result of such investments shall be credited to the Contingency Reserve Fund or Capital Reserve Fund, whichever is applicable.

Short-Term Investments

Cash Flow i. Under the general supervision of the Chief Statements Financial Officer, the Manager of Accounting Services shall prepare, on an annual basis, a statement of cash flow requirements as soon as possible after the current budget is established.
Terms And ii. On the basis of the cash flow statement, the Conditions Chief Financial Officer may authorize the investment of funds not immediately required to meet current liabilities under the following terms and conditions:
(a) All investments less than $200,000 and/or for a period of less than 30 days may be made with the Board's bankers without receiving quotations from other institutions provided that the Chief Financial Officer is satisfied that such rates are reasonably competitive.
(b) Tenders shall be called on all investments of $200,000 or more with a term of 30 days or more.
(c) Investments may include Government of Saskatchewan or Government of Canada Treasury Bills.
(d) The Board of Education shall establish the eligibility of institutions for the placement of investments on the basis of legislation and commercial paper ratings established by the Dominion Bond Rating Service.
(e) The Board of Education shall limit investment in any financial institution as follows:
R-1 (High) $15 Million
R-1 (Medium) $10 Million
R-1 (Low) $5 Million
(f) The Board of Education shall authorize investments only with firms rated at the R-1 level by the Dominion Bond Rating Service.
(g) The amount and term of the investment shall be established prior to quotations being sought and shall remain unchanged upon receipt of the quotations. Within the limits established in (e), the quotation with the highest interest rate shall be accepted. In the event of equal rates, the Chief Financial Officer shall determine with which institution the investment will be made.
(h) At least every six months, the Chief Financial Officer shall provide the Finance Committee with a report outlining the amount, interest rate, revenue, and the name of the institution with which each investment is made.
(i) On an annual basis, the Chief Financial Officer shall obtain an audited financial statement from the institutions listed to determine the maximum amount of the investments for each institution.

The Board of Education, in recognizing the benefits arising from seminars, conferences and conventions held in Saskatoon and elsewhere, may provide support to such events in accordance with the regulations pursuant to this policy.

REGULATIONS:
Financial Grants 4110.1
The Board of Education makes no financial grants to support seminars, conferences and conventions sponsored by outside groups, except where recommended by the Director of Education.
Board Support 4110.2
Notwithstanding Regulation 4110.1, the Board may contribute to the support of seminars, conferences and conventions in one or more of the following ways:
i. free use of facilities;
ii. release of staff;
iii. provision of substitute personnel;
iv. provision of rental caretakers where necessary;
v. supplying back-up staff, equipment and publicity resources;
vi. other assistance as approved by the Director of Education.
Staff Attendance 4110.3
The Board of Education supports the attendance of its staff at seminars, conferences and conventions as provided in employee contracts, and/or agreements and as may be approved by the Director of Education.

The Deputy Director of School Services shall ensure that the following procedures are observed regarding carry over of funds.

Principals shall be permitted to carry over unspent funds from the Instructional Aids, Supplies and Equipment categories.
Recording 4120.1.B
Funds carried over shall be recorded as allocations to Reserves.
Purchases 4120.1.C
Reserve funds shall be spent for the purchase of inventory items, i.e. equipment, furniture, Learning Resource Centre materials, etc.
Contingency 4120.1.D
The Department of School Services shall maintain contingency funds to cover any deficits experienced by schools.

Schools with deficits shall be required to utilize reserve funds to cover the deficits.

Reserve funds shall be accumulated to a maximum 50 percent of the annual budgets of the three categories from which funds can be carried over.

All applications to undertake research projects or surveys within the school system shall be submitted to the Deputy Director of Educational Services.

After due consideration and applying the criteria identified in 5001.6.D, an application will, depending upon its nature, be:
i. Approved or denied by the Deputy Director of Educational Services.
ii. Referred to the Director of Education with a recommendation for its disposition.
Coordination 5001.3
Research projects undertaken by or for the system shall be conducted and/or coordinated by the Deputy Director of Educational Services.
Financing 5001.4
The Deputy Director of Educational Services shall be responsible for the financial arrangements of research projects.

Externally initiated research projects may be terminated at any time if, in the judgment of the Deputy Director of Educational Services, the guidelines established for the study have been violated.

Procedures
Research studies will be approved and conducted according to the following procedures.

All applications shall be satisfactorily completed at least one month in advance of the study and must be submitted to the Department of Educational Services, Saskatoon Board of Education, 405 Third Avenue South, Saskatoon, Saskatchewan, S7K 1M7. Timelines shorter than one month will be considered if extenuating circumstances exist.
Use of Form 5001.6.B
Requests to undertake graduate level research or survey studies must be submitted on the appropriate form available from the Department of Educational Services.
Report and 5001.6.C
Abstract
Upon completion of the study, the researcher shall be required to submit to the Department of Educational Services a complete report plus an abstract describing the project and the findings.
Criteria 5001.6.D
The following criteria will be used by the Deputy Director of Educational Services in considering research studies:
i. The study should have recognizable value to the school system and/or to education in general.
ii. The content of any proposed questionnaire or survey instrument must not be objectionable to staff, students, or parents.
iii. The involvement of students or teachers should not require an unreasonable amount of time.
iv. The willingness of schools or individuals to participate.
v. The number of research studies planned or underway in the school system.

The Deputy Director of Educational Services shall, when necessary, ensure that the contents of a study are held in confidence.

Copyright is a property right which gives the author or proprietor of the copyright the sole right to make copies of a published work or the right to make the work public and still retain the beneficial interest therein. Copying includes publishing, producing, reproducing and performing. Copyright applies to all original literary, dramatic, musical and artistic works, paintings, photographs, motion picture films, dictionaries, encyclopedia, and mechanical contrivances such as records, cassettes, tapes and computer software.
Notwithstanding the foregoing, an exception is that any "fair dealing" with any work does not constitute an infringement of copyright. "Fair dealing" means the quotation from or reproduction of minor excerpts of work in which copyright exists for bona fide purposes of private study, research, criticism, review or newspaper summary.

Acquisitions 5140.1
Committee
The Acquisitions Committee will consist of the Superintendent of Planning and Communication and at least three members appointed by the Director of Education. An outside expert may be appointed as the need arises.
Each member is entitled to one vote; and, in the event of a tie, the chairperson will have a second or casting vote.
Meetings will be called at the discretion of the chairperson or upon the request of the Director of Education.
Each school principal will be responsible for establishing an art acquisitions committee prior to purchasing artworks for the school. The school principal may request the assistance of the system Acquisitions Committee through the committee chairman or the Director of Education.
Presentation 5140.2
Artworks will be presented to the Acquisitions Committee by the person or group recommending the purchase or by the person or group offering to donate the work of art to the school system.
All potential donations will be brought to the attention of the Acquisitions Committee. Works of art which have not been recommended will not be accepted into the collection.
Report 5140.3
The Director of Education will report on artworks accepted to the collection, as well as those which have been rejected, at the next meeting of the Board.
Follow Up 5140.4
Following approval by the Art Acquisitions Committee, the artwork will be catalogued and insured by the Chief Financial Officer. Letters of thanks will be sent to donors over the signature of the Director of Education and the Board Chair.
All artworks become the sole property of the Saskatoon Board of Education.
The Art Acquisition Committee will recommend the location for placement of artworks acquired by the school system to the Director of Education.
Appraisals 5140.5
In the event of gifts offered to the Saskatoon Board of Education:
i. The donor may obtain an appraisal at his/her own expense employing a mutually agreed upon appraiser prior to the making of the gift to the school system.
ii. The gift will be accepted if it is on condition that a specified appraised value is obtained.
iii. The school system may, if it seems advisable, elect to obtain an appraisal at its own expense. This will be done only after a gift agreement has been signed.
iv. A tax receipt may be issued to the donor if he/she gives an amount equal to the cost of the appraisal as a donation to the school system. The tax receipt will reflect the appraisal value of the work of art plus the appraisal donation.
Deaccessioning 5140.6
No work of art will be acquired by the Saskatoon Board of Education, whether by purchase or donation, for the purpose of resale.
All recommendations to dispose of a work of art will be referred to the Art Acquisitions Committee along with reasons for the recommendation. The final decision will require Board approval and will be subject to the following procedures:
i. The Saskatoon Board of Education will not sell an artwork donated or bequested to the collection without making all reasonable attempts to contact the donor, her/his heirs, executors, administrators, or assigns, for consent. If and when contacted, they will be given the opportunity to purchase the artwork(s) at current market value.
ii. The gift agreements signed by all donors will make reference to the possibility that the School Board may in future decide to de-accession a work(s).
iii. If an artwork is deaccessioned, preference will be given to placing the deaccessioned artwork in another, more appropriate institution, first within the City of Saskatoon and then other institutions in Saskatchewan. The receiving institution will be one with similar goals to those of the Saskatoon Board of Education.
iv. Artwork will be sold through public auction or through a recognized gallery.
v. No artwork will be sold to a member of staff, the Board of Trustees, nor to any private citizen other than as described in i. above, directly by the Saskatoon Board of Education.
vi. Any proceeds from the sale of the deaccessioned artworks will be placed in general revenues.
vii. In the unlikely event that a work acquired by direct purchase is deaccessioned while the artist is still living, the artist will be given the opportunity to buy back the work at the original purchase price plus an annually determined administrative fee. The de-accessioning of an artwork by a living artist will be discouraged.
Loans 5140.7
i. The Saskatoon Board of Education may make works of art available to the general public through exhibits at public art galleries when invited to do so by the Gallery Director or Board, provided arrangements have been made to adequately insure the works during transit and display.
ii. The Director of Education may from time to time institute a restricted list of works which because of reasons of fragility, condition, or particular importance to the collection will be unavailable for general loan. The exhibition of these works outside the school system will require the consent of the Director of Education.
Care Of 5140.8
Collections
It is a primary responsibility of the Board of Trustees and staff to ensure the care and preservation of the collection.
It is, therefore, incumbent on the Board and staff to provide and monitor the optimal conditions of temperature, humidity, light, and protection against fire, theft and vandalism. The care of the collection is the fundamental responsibility of the Director of Education.
The Chief Financial Officer will institute a regular registration and survey of the condition of all works in the collection.
Records 5140.9
Each item, upon its entry into the school system will be registered by the Chief Financial Officer. Basic information such as artist, title, date, measurements, medium, and source will be recorded.
Each acquisition to the permanent collection will have a permanent document file which contains every document associated with the object - such as correspondence, legal documents (deed of gift forms), lists and inventories, condition reports, copies of publication references and reproductions, and other available research data. The file folders will be maintained and updated by the Chief Financial Officer. In addition, manual records such as a catalogue index card, location card, and photo identification card will be compiled for each acquisition.

i. The Saskatoon Board of Education will carry all risk, wall-to-wall insurance for each work in the collection.
ii. Artworks on loan to public galleries will be insured by the gallery, according to Saskatoon Board of Education specifications.
iii. All records on the permanent collection will be kept by the Chief Financial Officer.
Access To The 5140.11
Collections
The Saskatoon Board of Education may, as a matter of policy, provide access to its collection to researchers and interested members of the public. The artworks in the collection not on display will be available for viewing by appointment with the Superintendent of Planning and Communication only during regular office or school hours. From time to time, additional approval from the Director of Education may be sought.
Non-confidential information regarding the artworks in the Board's possession will be provided to the public, on request. The Saskatoon Board of Education will not, however, release information which may be prejudicial to the interests of a donor or vendor.

This collection management policy of the Saskatoon Board of Education will be reviewed annually by the Acquisitions Committee to ascertain whether or not the policy continues to meet the various needs of the Saskatoon Board of Education.
After review by the Acquisitions Committee, recommendations for change in the policy will be submitted through the Director of Education to the Board of Trustees for approval.

Except for new pupils, resident pupils shall specify by March 15 of the year preceding the beginning of the next academic year, the secondary school they plan to attend and notify the secondary school of their choice.

Each principal shall maintain information such as program outlines and objectives, philosophy statements, pupil handbooks, etc. which describe the program in the school and shall make the information available for pupil and parent use.

Secondary Pupils The elementary and secondary principals in each attendance area shall organize programs for Grade 8 pupils which orient the pupils to secondary schools.

Pupils
Adult pupils, (those pupils 21 years of age or older), may be enrolled in the Saskatoon School Division only under arrangement with SIAST (Kelsey Campus).

Responsibility
Pupil access to a school and the implementation of the following procedures shall be the responsibility of the principal.
PROCEDURES:

Operation
i. Head caretakers are expected to have all exterior doors open to pupils by 7:30 a.m. each school day and to provide access to each building until 5:00 p.m. each school day, unless otherwise directed by the principal.
ii. Parents wishing to have pupils given access to an elementary school on a daily basis before 8:30 a.m. should obtain approval from the principal of the school.

Beyond the i. Pupil activities before commencement of school's School Day instructional day and after the dismissal of pupils in the afternoon on school days shall be administered by the principal who shall provide for the supervision of each activity before access to the school or a part thereof is granted.
ii. School buildings are made available free of charge to the staff of the school system after school hours and on days when schools are not in session for meetings, activities directly related to the school system, meetings of staff organizations, staff social clubs, pupil co-curricular activities and teachers' inservice meetings. Where these activities involve the use of gymnasia, auditoriums, waiting rooms and other areas normally rented, rental permits are required.

i. Pupil activities on weekends shall be administered by the principal who shall provide for the supervision of each activity before access to the school or a part thereof is granted.
ii. The principal shall require a rental permit for all weekend activities which involve the use of a school gymnasia, auditoriums and waiting rooms.

The principals shall keep the Rentals Clerk regularly and continuously informed of pupils needs for access to the school beyond the regular school day (after 6:00 p.m.).

Right to 9030.1
Attend
Every person between the ages of six (as of January 31 of the school year) and twenty-one shall have the right to attend school in the division and to receive instruction appropriate to his age and level of educational achievement. Furthermore, no school official shall deprive or attempt to deprive a pupil of access to services approved and provided by the Board.
Kindergarten 9030.2
Admission
Children who are five years of age as of January 31 of the school year may be admitted to Kindergarten.
Adult 9030.3
Admission
Persons 21 years of age or older may be admitted to a school in the Saskatoon School Division in accordance with the regulations and procedures under Policy 9001.
Deputy Director's 9030.4
Responsibility
The Deputy Director of School Services shall be responsible for the general supervision of pupil admission to schools.
Dispute 9030.5
In case of dispute over the admission of a pupil to a particular program, the Deputy Director of School Services shall be authorized to determine the program to which the pupil shall be admitted.
Proof of Age 9030.6
Where a pupil enrols in a school for the first time, the principal shall require the pupil to submit documentation verifying age. The following documents may be used:
- Certificate of Birth
- Baptismal Certificate
- Passport
- Saskatchewan Health Services Card or equivalent

Normally, verification of age is provided at the time of registration; however, such proof of age must be submitted not later than six weeks following the pupil's registration.

Other Countries
Secondary pupils who last attended school in another country may, prior to admission to the school, be required by the principal to have their previous educational standing evaluated by the Director of Assessment and Evaluation, Department of Education, Regina.
